Perhaps only churches and other community institutions can overcome poverty, because only they can help people while challenging them at a personal level to change their lives. 17 It is also true that even when programs remain public, nonprofit bodies operating as contractors to government are often good at implementing directive policies because they can be authoritative and efficient. Several authors in this book incline to these views. Most of us, however, think it unlikely and undesirable that antipoverty policy should be privatized.
But the studies of these programs focus on their economics and effects, not the administrative influences they use to produce their results, which are their defining feature. Even less research exists on directive programs in other policy areas.
