GENERIC MONITORING STEPS Before evaluating monitoring needs for individual sources of potential pollution from surface coal mining activities, Steps 1, 2, and 4 of the methodology must be addressed. Step 1. Select Area or Basin for Monitorinq The selection of areas to be monitored (on an areawide basis) will be made within a State by a designated monitoring agency (DMA). The DMA may be a Federal or State agency charged with developing the monitoring program.
