25 Deprivation took many forms, could be found at all levels of society, and had many and complex causes. Factors might be economic (persistent unemployment and low income); living conditions (bad housing and overcrowding and few opportunities for recreation); personal (illness or accident or genetic endowment); and those that affected patterns of childrearing (children deprived of love or guidance). 27 He referred to this as a ‘cycle of deprivation’. He did not want to be misunderstood, and there was not a single process.

Chapter Two explores the longer-term background to and timing of the speech: here the focus is primarily on the content and its immediate origins. The drafting of the cycle speech In the election of June 1970, the Conservatives were returned to office and Joseph was appointed Secretary of State for Social Services. The DHSS had been created on 1 November 1968, from the Ministries of Health and Social Security. The new department was thus a large one, performing the functions of the two former ministries, and organised into numerous divisions.

In an attempt to explore the potential usefulness of anthropological research, for example, Joseph himself met Professors Mary Douglas (1921-2007), Eric Miller, and Clyde Mitchell in May 1972.
